I would say they are entirely different dances in essence, but with historical links and share partner mechanics. There are regional dialects determined by music (live or DJ'ed), local instructors, and the community. This is probably not true at a lower level, since the rhythms are fundamental to the dance. It seems that WCS is trending to removing the rhythm out of the dance to where it is more about the shapes.
Lindy Hop lacks this articulation for the most part. There is more rolling of the feet in WCS due to the slower speed of the music. Lindy Hop is not danced in a slot, though it can be. That's the slot and the dance is done inside there. Imagine railroad tracks or an 18inch wide plan of wood. WCS is danced to modern music like Top 40 charts, covers of said charts, edm lite, some blues, some rocks, some jazz.
